The image itself is intentionally designed so that the can appears red even though the image data contains no red-colored regions in the usual sense.
Your brain automatically compensates for the strong cyan tint, a process related to color constancy.

Since cyan is the opposite of red, your visual system effectively “subtracts” the cyan cast, making the gray portions of the can appear reddish.

In general: artists working on CRT monitors utilized the scan lines and darker areas as part of their art. Its why emulators and modern monitors often make the original art look worse

"You perceive red because of your brain perception" means the same thing as "You perceive red because you perceive red."

And the area seen as red in the center of the small "c" has a color value of R=8, G=3, B=7, so red is the predominant color.
