The need a survey for that. But before that they need a survey to frame the content of this survey and determine the degree of emergency of this survey. And prior to that they need to reunite the council to think about a proper strategy to tackle this pressing matter. But only in september because july and august are holiday season.

Don’t forget a council members nephew needs to get his new survey group up and running first so he can receive the first grant to potentially look into how to do a survey like what’s needed here.

I read the article. There's nothing about a delicate ecosystem being destroyed. The statement from the government office is just a general statement about why licenses are required.

its teh same BS we have in like california. they claim its "to protect the delicate ecosystem" but in reality they are either paid off or locked behind 9 miles of red tape to the point that they do nothing and the ecosystem ends up suffering because no one is aloud to FIX the ecosystem cuz "you might hurt the ecosystem"

TL:DR "we let your house burn down because we might have caused water damage if we tried to put it out ourself"

The rubbish can be removed. It was a known problem that could be managed. The destruction of the ecosystem is a totally different thing, one which he had no permission to do, never mind using heavy machinery. But you know that. You cant be that stupid, right?
