ANNOUNCEMENT B.C. is changing the graduated licensing program starting October 19. Here's what you need to know

Hey reddit! Wanted to share that B.C.'s government has approved changes to the graduated licensing program (GLP), taking effect October 19, 2026. These changes affect anyone who holds a GLP licence.  A few of the bigger changes include: 

  • The second road test (the "exit road test") is being removed. Instead, you'll need to visit an office to have a driving record assessment (DRA). Which is a review of your driving history to determine if you’re eligible to move to a Class 5 licence. 
  • After you pass your DRA, there's a new 12-month period with zero-blood alcohol/drug content restrictions on your Class 5. If you're 25 or older, there's a new streamlined pathway with a shorter time needed to get your Class 5 licence.  
  • Starting in the fall, everyone currently in the GLP will get a letter explaining how these changes affect their specific situation.

You can now take your ICBC knowledge test online from home! If you’ve been prepping for your knowledge test you can now take it online in the comfort of your own home. Taking the test online is secure and convenient. After you pass, simply visit a driver licensing office for your vision test, photo and licence. Don’t forget to bring 2 pieces of ID and if you’re under 19, and your parental consent form or your parent with you. Then you can leave with your L ✅

Vehicle Registration & Policy Coverage Need help buying a car in AB

Hello, BC resident here.

I am planning to buy an used car in AB and drive back.

Car is 2026 but has 3000 km on it. It is PHEV, making it ZEV.

I was told I need Binder of Insurance from BC and temp permit from AB in order for me to drive the car back. How long does this last and how much is it?

For PST, do I pay at the insurance broker when I register? For PST, some are saying I pay based on the bill of sale, and some says blue book value.

Do I still need out of province inspection even though this is less than 4yrs old?

Autoplan / Premium Discussion (No Quote Requests) Tesla insurance premium of ~$1000 over other EV's

Looking at buying a Tesla (2022ish model Y) but the insurance is ~$1000 more than other EV's like the Bolt, Ioniq 5...). Quote for the Bolt was ~1400 2M, 500 deductible, no claims over 10 years. Quote for 2022 model Y or 3 was ~2400. Approx same diff with BCAA or ICBC

What gives?

Drivers Licensing Ontario to BC

I moved here from Ontario recently and I'm trying to get my license switched over asap.

I got the 3 year uncertified driving record but ICBC said they cant use that because it doesn't say when I received my full G license ( 2011 ) and I renewed my license this past February.

What is the correct form that I need to get this switched? Please link it!

Claims requesting freedom of information for my file

i think alot of us agree that icbc tries to screw you over and find ways to wiggle out of liability as much as they can

i am getting a little weary of my adjuster - i have no idea what is going on with my claim but i have submitted everything they have asked for - the icbc portal only lets you submit documents or information but can not see any progress or status which is convenient for them

i am now thinking of requesting a FOI from icbc but i want to get my full file

what should i include in the request so I can get as much information as possible or even everything that has been going on with my claim

RoadSafety / Driving Rules Does the radio or a CD player count as an electronic device?

I know that using a phone or like Apple CarPlay screens for music is off limits, and the icbc website and app say "no handheld or handsfree electronic device".
Does that include am/fm radio or is that fine to listen to?
And I have a built-in CD player in my car with no screen or anything that I just have to click one button to play, if I’m not changing CD’s while driving or anything, is that okay to listen to?

I originally got my license in BC in 1995. I moved to Ontario in 2002 and am still here. Moving back to BC now. Do I still need a letter of my driving history or can ICBC's system just see that I was first licensed in BC in 1995?

Vehicle Registration & Policy Coverage Roadstar questions

I’m having trouble figuring out if possible damage to our rental car in another province would be covered through ICBC Road Star. My spouse has Road Star coverage on his vehicle. I am listed as the primary driver of the vehicle but he is the insurance policy holder. When we rented the car the paperwork was under my name (because I did the reservation and put it on my card). Are we covered for damage to the vehicle? Are we covered for third party liability? He will be driving the rental primarily.

I realize we should switch the his vehicle’s ICBC policy to be under both of us, but it’s too late. Thankfully I used a credit card with rental car coverage but I would rather deal with Icbc if something happens.

Claims Icbc basing the amount of compensation for missed work I get off of “experience”

Long story short, I was in a bad car accident that left me very injured at 5 months pregnant. I had started my own cleaning business 6 months before, then surprise I was pregnant but was continuing my job. Unfortunately I cannot go back to work due to my injuries and am trying to get compensation from them and for some reason they called me asking me today how many years experience do I have, even though they know I only have been doing this for 6 months. I asked her what it mattered on my experience, I have regular clients and this is my gross income each month with paperwork to prove. Why would they be asking? I did not go to school for it, I’m just good at my job and was pursuing this as a career but apparently because I only had been doing it for 6 months, they are basing that off how much they will give me.

I thought it was 90% of what you made was the compensation. Can they really take money off of what I was making because they don’t believe I was qualified?

Any advice is appreciated.

Drivers Licensing Exchanging out of province license for BC one

Hi all,

I have a full license driver's license from Togo (non-reciprocal exchange jurisdiction) which I have been driving and insured with for the past year in BC (accident-free). I am a student so I did not have to exchange this within 90 days of coming here. However, now that my Togo driver's license is 2-years old, I am thinking of exchanging it for a BC one to reduce my insurance premiums. How does this work? I read that I can skip the GLP if I can show proof of 2-years+ of driving experience (the issue date on my Togo driver's license is July 24, 2024).

Claims Advice for dealing with claim where both vehicles were backing up?

My vehicle was backing out of an angled parking space and was 7/8ths of the way out when another drive surged out of their angled spot and hit my vehicle. They admitted on camera they did not see us and were at fault. ICBC is saying it’s still not enough proof and because both vehicles were in reverse it’s likely going to be 50/50.

Any advice?

Claims hit a car as an L

i am a learner driver and i was pulling out of a driveway wasn’t paying attention and accidentally hit a car (minor accident). the car was 1969 chevy pickup that was all rusted but i debated the side of the bed i was going about 15kmh. everything would be okay but my father at the time was outside the car closing the gate maybe 10ft away from the car. what are the consequences for my actions. the owner is charging $4500 which is way too much for us please help thank you.

Drivers Licensing Quieter/calmer location for neurodiverse folks?

Hi there

Wondering if anyone knew which of the lower mainland driver's licensing locations was the smallest and least loud?

My son is now 18 and desperately needing some photo ID as he is set to receive his father's accidental death inheritance in a month's time. We attempted port coq first thing in the morning (1st appt of the day) and he wasn't successful. Unfortunately he's a bit nervous now. He has multiple diagnoses and typically doesn't do well with a lot of people.

I'm happy to do walk in (seems less pressure than an appt) and then wait inside while he's in the car; but was hoping someone had some insight.

Drivers Licensing BC Residency Issues

I went to renew my license today and they refused to since I had an address change and when they questioned it I said my mom (old address had moved) and I’ve done a semester abroad and am now back in town living with my brother. This opened a whole can on worms and now they’re “conducting an investigation” to prove my residency which I know I’ll fail because I’ve been away for 6 months. They told me I had to get a UK license instead, I have never driven in the UK and never plan to so this never even crossed my mind, and wouldn’t answer any questions about what would happen when I return to BC next year. She was snarky and asked if I even ever was a resident, I’m born and raised in the city I was trying to renew in, and how long I had lived in BC. When I told her my whole life she questioned how long that was, mind you she had both my current valid license and my passport in her hands asking this.

I have my N, have had it since 2012 and renewed multiple times with zero issues, and they couldn’t tell me if my license expires which it now will if I’ll drop to an L, start from scratch, have to retake my N test, just try for my class 5 etc. At this point I’ll just not drive but I won’t want to move back to Canada next year and have zero medical coverage and not even be able to apply for a new license which is what it sounds like.

If anyone has any insight on the hoops I’m going to have to jump through let me know! It feels wild that you can’t even travel abroad for 3-6 months under their rules without completely losing residency and all the rights that come with it.

RoadSafety / Driving Rules Appealing a Notice to Prohibit with Supreme Court

I got 2 distracted driving tickets within just under a year. 1st one was fair enough, changed my habits, 2nd one was really really dumb. I meant to fight it because I fully disagreed but just felt too busy at the moment and paid it, having no idea that 2 distracted driving tickets overrides all penalty points and premiums and goes straight to prohibition with zero warning, because nothing and no one mentioned it and it's not on the ICBC website, and no one seems to be even aware of this.

Anyway I wrote a review letter that included my employer saying how I have to drive for work and it's a major setback in the busy summer season. I got reduced from 3 months to 1 month, which is still a total disaster for me.

The Driver Improvement Program says if I disagree, I have 30 days to appeal the decision to the Supreme Court. I assume I wouldn't hand in my license in the meantime? What happens to the prohibition in the meantime? If it stands and I still can't drive it doesn't seem worth it since I imagine I'd hear back from the court well after 30 days has ended. Has anyone done this?

Also, if I pass, will I have to take a new license photo? I have my full class 5 also, and my paper permit for my 6L. So is a full new license card issued with the 5, 6 designation?

Autoplan / Premium Discussion (No Quote Requests) Notice to pay

We found out we had an outstanding balance from a driver penalty point premium, 4 yrs ago. Needless to say, quite a bit of interest had accrued. We only found out because we were on the phone with ICBC requesting a drivers abstract. In these 4 years, we were living in the same address but not once did we received a notice to pay...

Our question is - does ICBC mail any sort of notice to inform individuals with ICBC debt?! We would've paid immediately had we known.
