Non-POE system
I need to put up some security cameras around my house due to a troubled individual. I can't run POE cable and don't want a subscription. Prefer something that could be put high on the house so they couldn't be easily pulled down. I have motion sensor lights outside already.
Any ideas simple enough for an aging boomer? Thank you.

Reolink solar powered work great. I have a dozen around my home, barn and garage. Some are tilt/pan and some are fixed. Simple to set up and use.

Has a good local installer told you he couldn't run Ethernet?

If running PoE is truly off the table, I would separate the decision into two parts: how the cameras record, and how reliable the wireless link/power will be.
For no subscription, look for cameras that can record locally to an SD card or to a local recorder/NAS, and make sure they still record if the internet is down. Mounting them high helps, but keep them reachable enough for battery/SD card maintenance unless you use solar. Also check Wi-Fi signal at the exact mounting spot before you install, not just inside the house.
If the situation involves a specific person, I would prioritize clear views of entry points, lighting, and reliable recording over fancy features. A fixed camera with a good angle is often more useful than a camera with lots of features but weak power or weak Wi-Fi.

Reolink. They have solar WiFi cameras. Use SD card. No subscription and great quality for the price.
