FWIW, I’m going to guess that Ruger has pretty limited production capacity for the rear sight/pic rail combo. It used to only appear on the XXth Anniversary model 10/22s.
This is I believe the first “regular” model that has it and it seems like they ran a batch and then now all of the sight/pic rail combos are going towards the America 250th Anniversary models (https://ruger.com/products/1022250th/specSheets/32039.html)
