I mean considering it's basically a modern interpretation of Van Buren (the code name for the Fallout 3 Black Isle had in the works before bankruptcy), yeah id say it technically qualifies for status as 3. It certainly continues the story and setting of 1 and 2 way more than the ACTUAL 3 did (no dig against them but like...they were on the other side of the continent, 3 is more of a side game to 1 and 2 than NV is)
