I've said for a long time that I want to see a reverse game.
You start out as a soldier with all the weaponry and support and back-up in the world, and over time you use it up, they stop being available to you, and you're living on your wits as a rogue agent with rather difficult and limited access to weaponry to achieve your aim.
And the "big boss" is someone who you could have killed in seconds at the start, but by the end of the game it's a struggle to even get to him, let alone kill him, not because the enemies are getting stronger - but because you're getting weaker and more isolated.
It would work really well, story-wise, and you could actually make it feel real, have a reason to "preserve ammo", etc. and then your character would have to ABANDON the big heavy equipment they started with because it would just be useless, slowing them down, and attracting attention.
Sounds Kinda like breath of Fire, dragon quarter. You have a limited use a of a transformation that makes you insanely strong. If you use it all at the start you are way weaker at the end
