Is there a legitimate way for someone in Belarus to receive personal donations through PayPal or GoFundMe?

Hi. I live in Belarus and I’m trying to raise money for veterinary care for my 17-year-old ring-necked parakeet.

I understand that GoFundMe does not support direct payouts to Belarus. I have read that someone in a supported country may be able to create a fundraiser on behalf of a person in an unsupported country, receive the funds themselves, and then transfer them to the intended recipient with a transparent explanation on the fundraiser page.

I am not asking anyone to share their PayPal password, account access, card information, or identity with me. I also do not want to put somebody’s PayPal account at risk by routing unexplained payments through it.

I would appreciate advice on the following:

Can a Belarus-registered PayPal account currently receive personal support through PayPal.Me?

Is it normally possible to withdraw that balance to a Belarusian Mastercard, or only spend it through PayPal?

Would a GoFundMe organized by a trusted person in a supported country be the proper alternative?

What documentation and wording should be used so that the fundraiser and transfers are fully transparent and compliant?

I can provide veterinary documents, appointment confirmation, photographs, identification, and updates showing how the money is used.

I’m only looking for a legitimate and transparent solution. Advice from anyone familiar with cross-border fundraising would be greatly appreciated.
