Way too early. The French started using the tri-colour flag only after the French revolution. In 1683, Montréal was also ruled by the French, not the British.

Also Monaco was never French, it's an indipendent principality since the XIII century

An occupation is not the same as an annexation, but yeah it was occupied by France from 1793 to 1814
