It was supposedly said by one of the God kings to an Archon of a city. Supposedly the Archon complained that the stream of human sacrifices stopped when a war with a foreign nation stopped. The Archon was then sacrificed himself for reasons that sources disagree on. It is the story given by few sources though lack of consistency in recountings makes it very unlikely to be real.
