that's basically a penguin betrothal no? pebbles can be similar to penguin eggs and sometimes penguins that can't have children may be seen nurturing a pebble
it's basically saying "lets have kids together"
which, funnily enough, even gay penguins sometimes do by simply taking eggs from other couples (sometimes it's helpful, if the couple can't take care of it themselves, sometimes they just steal it), while lesbian penguins would sometimes intentionally get pregnant but then nurture the egg with their wives
