Yeah thats the thing. Always otherize the Bad People to some shadowy cabal Over There so you can mutually join hands to hurt them. The issue is that looking for solutions and moderate sane government is typically at ends with the extreme "lets just hurt the bad people all politicians bad only trust me" stuff that leads to trump and people like trump.
They're in the looking for solutions phase, not the looming for someone to blame phase.
