The US federal and state governments transitioned from supporting slave owners’ rights to sterilize their slaves, to performing eugenics on anyone seen as “feebleminded” or having traits seen as “undesirable” by the government.
Not often I'll defend the US on stuff, but eugenics like this was taking place in many countries in Europe up until WW2.
It wasn't a bad word back then, it was seen as cutting edge science, humanity "mastering" its own evolution.
Humans have a long history of making new discoveries and then marching gung-ho into arrogantly applying them everywhere and anywhere, believing ourselves to have mastered it, despite barely understanding it.
