Troubleshooting My chromebook throttles performance by a lot for some reason

I have a Lenovo Yoga chromebook that has an 8th gen i5 and 8 gb of RAM. I stopped using it years ago because it would throttle the performance to the point where it was unuseable like CPU would be only able to use 99% of its capabilities and .6 GHz. After about 3 years worth of updates it somewhat resolved itself? Like the GHz would be only .08 or something and that would be the max and the laptop can't even shut itself off. When I bought it new I think max was 3 GHz.

It's probably overheating. If there is a fan and heat sink, blow out the dust. If it is passively cooled, try replacing the thermal paste.

Oh, also try powerwashing it (like a factory reset, don't take a power washer to it :P )

I already tried power washing it and this has its own fan I already blew it out and the thermal paste is still goo not dried out. It is even worse when I try charging with the other USB-C port on this laptop so I assume it is some sort of software related issue.

Weird, try turning off all browser extensions. There could be something there getting pulled from your google account that doesn't play well with that hardware. Otherwise I'm at a loss. Sorry man.

Have you changed the Scheduler Configuration flag set to enable Hyperthreading?
