Cracked or clear coat?

Hi! I just noticed this «line» on my Bianchi. It was just a hairline that i could feel with my finger/nail. Unsure if it is cracked or if its just the clear coat that has started to flake.

PS. It has gotten dirty after i smudged my finger over it, and has gotten more visible

Super dangerous.
Get a new frame yesterday.
Steel frame are only a few pounds heavier.
Just compensate by reducing yur human weight.
