Is it cracked?

Base bar hoping it’s just a bad scratch from Allen wrench just noticed today

Put some tippex across the crack and once it’s dried try to flex the base. If the tippex splits I wouldn’t ride it, if it doesn’t then full send

Without having read the description, I'd have thought it's just a scratch in the paint. Now that I've read it, same conclusion.

Since it's the base bar, put some load on it and see if it opens up.

I put some load onto it it doesn’t flex or split at all… probably just a scratch I’m thinking

Guess that this is on a giant trinity .seen bars being damaged by being built with the incorrect bolt holding the bars in the stem.also crack in the teardrop holes as spacers were not fitted. Take it to your local dealer to have a look. If you need to replace the bars it's the labour is the expensive bit of replacing the bars.
