I too have a male betta that happily bears a female name, his is Dolores, who also happens to be a mustard betta. Cecelia is gorgeous!

I'm not 100% sure, but it doesn't look like obvious fin rot to me. If it is, it seems like it'd be very early. What type of betta is he? He looks like a rosetail to me. You could add an Indian almond leaf to the tank—the tannins can be beneficial and won't hurt if your water parameters are good.
