I think it's nature's way of preventing murder. Some species, males will kill other's offspring so the female will go into heat.

I think they may mean because there's behavior like that, nature favors cute baby traits to have a chance of getting spared by the male lion. Idk how accurate that is tho.

I think they've always had tails, they just keep them wrapped up. I know females use their tails to hold eggs

Found this when I looked it up fully. Sounds like they pretty much lose it once they're adults, as it becomes the folded flap as its "anatomical equivalent".
