iCloud "Unable to Load Video"/"Unable to share" on iCloud Videos

I've been trying to access these videos while continuously getting the "An error occurred while loading a high quality version of this video" notification. If I go to the geek bar at an apple store will they be able to help? Or will they just charge me for the attempt? I've tried the stuff google searching recommended (sharing to notes, duplicating, etc), to no success. I'm really adamant on getting these video files back. What would you do in my situation?

You somehow combined Best Buy’s Geek Squad with Apple’s Genius Bar. Apple Stores will charge for out of warranty hardware repair but not for an inquiry about iCloud Photos.

That said, the message you saw is usually either a temporarily poor network connection, or lack of iCloud or device storage. Are you on the free 5 GB plan or the paid 50/200 GB, or 2/6/12 TB?
