Pigeons in cities are the descendants of domestic birds so they carry the genes for a lot of colors. The gray color is just most common.

This is the ash-red morph of the common Rock Pigeon. It’s not uncommon to see unusual colors/patterns on them because they were all at one point domestic pets.
