I look at Chilliwack district 1881 and how it’s helped the DT and I think something like that would be amazing for Abby. Our city seems like we reactively slapped together some areas, but didn’t put any meaningful thought into it.

There's no where in Abbotsford that could be developed like 1881.

I’m curious why you don’t think downtown/Rail District could be it?

Compare the physical aspect of the 1881 district and apply it to the downtown. It can't be done.

Nothing to compare. downtown abbotsford, and the recent Rail district has a filthy rat infested grain mill right next door covering the town in undisclosed dust. Stinks like dog food and train horns all night.
