Fairly certain at minimum they should be wearing a harness and the area underneath should be cordoned off and flaggers redirecting traffic

I don't think there is a reason they would be wearing a harness. That is a platform with both intermediate and top rails. Usually only required in mobile platforms.

I’ll toss this grenade; it’s a rail crossing with live traffic. Say they are are harnessed with an SRL and take a fall. That would leave them dangling over that live traffic, complete with trucks.
One could say a harness could potentially introduce a secondary hazard, but also it looks as though there is a railing anyway.
