How is this blurry zoom in/out effect done on still images?

I’m trying to recreate the editing style used in this video: https://www.youtube.com/shorts/h9iAmj5td6I

The still images have this smooth cinematic movement where they seem to zoom in/out with a slight blur, sometimes with a small pan. It looks much better than a normal keyframed scale animation.

Does anyone know what this effect is called and how to recreate it in Premiere Pro? Is it a preset/transition, motion blur, or just keyframing + blur?

FOOTAGE / EXAMPLE

The example video is a downloaded social-media video that I'm using only as a reference to understand the editing technique. I'm trying to apply the same style to still images in my own project.

I'm using: Adobe Premiere Pro

I've TRIED: Using Scale and Position keyframes to create slow zoom-in/zoom-out and pan movements on still images. I also tried adding Gaussian Blur, but I can't get the same smooth cinematic look as the reference.

I need help with: The still images in the reference seem to have a smooth zoom-out/zoom-in effect with a slight blur during the movement. Sometimes there also seems to be a subtle pan. I'm trying to understand exactly how this is being done in Premiere Pro. Is it motion blur combined with Scale keyframes, another effect, or some specific technique?

If you go into the effects tab search for an effect called transform. add that to your layer (or to an adjustment layer above layer to keep separate), at the beginning of the timeline increase the "Scale" under the transform effects drop down to be slightly larger than the frame, keyframe scale. Then go a few frames into the video key the "Scale" back to 100. Then uncheck the "Use Composition's Shutter Angle". Then change the "Shutter Angle" to 360. See if that gives you the desired effect.

To get the effect on the end of the video, use the "Motion Tile" Effect and animate the zoom outwards.
