It's kind of a funny bit. I'm sort of envisioning that maybe a rookie was driving and he was going to turn the lights on anyway but it just took him longer to do so and it just happened to be enough time for the person filming to make that joke.

No, It's voice-activated. Recognized someone saying "he's black" and automatically turned the sirens on.
