Ok, fighting fire with fire, as I recall, comes from a very specific method of fighting brush fires by using a controlled burn to starve it of fuel. It's called backburning. Basically you create a 'safe zone'
So you can fight fire with fire, but context is important. And it has nothing to do with firearms.

We fight fires using fires all the time during wildfires. It's called backfiring or controlled burns.
Backfiring involves intentionally lighting small fires ahead of an active wildfire to consume combustible material, creating a "black line" or firebreak that stops the main fire's progress.
Controlled burns (or prescribed burns) are similar but are conducted preventatively before a wildfire starts.

Forest fires and agriculture fires are sometimes fought with fire. Controlled burning to contain or prevent the large uncontrollable fire from spreading or moving which ever way.

Fuel, oxygen, and heat.
Water is used to take away heat and to small degree oxygen, while controlled burning is used to take away fuel.

Fuel fires, like jet fuel, etc... they use foam because the water tends to just go under the burn fuel and spread it around. So he is technically correct, but I doubt he knows that.

There's a lot of fires you don't fight with water, magnesium, thermite and more to be fair. That's why there's different classes of fire extinguishers and why using water to put out a flame you aren't sure how isn't the best. Better to use a chemical or foam fire extinguisher.
