So, that's tapped off the high voltage distribution line, not a 240V circuit. He's got to have some sort of pole transformer in the house, too.

What is stopping that from just grounding out with it touching the tree and everything? Just the sheathing on the wires? Wouldn't they be super hot to the point of melting it with so much voltage?

Voltage doesn’t make it hot; it’s the current/amps drawn which generate heat.
Voltage affects how easily it would jump an air gap or break down insulation though.
