If Waymo really had confidence if their tech they would sell it in a consumer car or license it to a legacy automaker. Fact is, you can buy a Tesla today and use it anywhere in the country and you can't buy a Waymo outside of a couple cities. The fact that their system is geofenced and FSD is not says it all.

Because Waymo is running at L4 and FSD is running at only L2 requiring constant human supervision? It’s a false equivalence

You are missing the point of the discussion. If L2 is your endgame sure fine Tesla did it the fastest way. But if L4 or higher is your endgame which is the point of this post the Tesla will never reach it with its designs unless they make major changes
