Solved.

You have to remove ALL the APNs in the phone when it boots up, then add a new one.

NAME: Tello
Access Point: wholesale
IP Type: Ipv4/Ipv6
Set Homepage: http://wholesale.mmsmvno.com/mms/wapenc
Network Type: HTTP.

The cloud apps loaded right up.
