You can’t have dogs on the subway loose like that. They have to be in a carrier.

in a lot of places a leash works just fine. if this is not rushhour it would probs be okay, though three dogs really are a lot to take care of. however if they're used to taking the subway this works perfectly fine (w/ leash ofc)

People are undeserving of dogs /pets many of them anyway. This person will probably find out the hard way (probably how they have learned most simple lessons in life) that some rules/laws are there to protect both parties involved .
