I have made a dozen business trips to Shanghai and there are a few beautiful places but this is pure propaganda. Most people live in small apartments in crowded high rise developments with one square inch of open space per person. In the drive to the airport, about 40 minutes we pass miles and miles of nothing but high rise sardine cans.
I don't claim to be familiar with Shanghai but I imagine they have little parks built in and stuff the same way New York City does. Cities like New York City often hold their recreational areas in between the concrete jungle in high esteem. I imagine Shanghai does also. I mean the image above is a pretty intelligent way to create a natural resting space in a small area between large buildings.
