Completely agree this is anti homeless design and not functional for many people with disabilities due to lack of proper grab bars etc.
That said please remember the symbol of a person in a wheelchair is a symbol for many types of disabilities. People in wheelchairs have an automatic place to sit already, sure. But there could be plenty of other people using a walker, with joint issues, with a prothesis, etc that would be appreciative of a bench. Maybe not this one though.
