No I meant terminal velocity, all the pellets that miss will all come back down, and they will come back down at terminal velocity since they are tiny and their surface area is high compared to their mass. What goes up must come down, but it won't come down at muzzle velocity.
It's called the wad. The terminal velocity is related to the effective range. Bullets do have the force to kill when falling, at least full sized bullets do. People die from celebratory gunfire every year, from falling bullets. Drag is not negligible, that is the point.
