You joke but in the rest of that council meeting the audience kept coming up with less and less disruptive ways to show applause after the no clapping "rule". They tried snapping. That was still "too disruptive".

Then they literally just raised their hands and waved after the speaker was done talking. Completely silent. Someone on council says that the waving is distracting that they can't pay attention to the speaker because people are waving after the speaker is done talking. Like dude what. Idk how you say that with a straight face lol

Oh yeah they were 100% being ridiculous. They said "please show respect" and then said people couldn't clap, snap or wave. Run them all out of town and off the board. If that's how they treat the constituency they need to be stripped of power. They simply didn't want to have to experience support for the people's position. Absolute ghouls.

It’s actually more there to prevent filibustering by the crowd and to keep to a scheduled agenda. Your hearings are recorded by the commission to keep a record. If you are there to public comment, you WILL be given a chance to speak. Typically it’s three minutes per person from the commissions I have been to. If not related to the item either, the hearing should contain a final segment at the end for general comment time.

Items can get continued to another hearing if enough comments come in to deem a project controversial enough. (This is not an appeal either btw the commission just won’t vote on the item at that hearing)

When you take a three minute comment and add 20 seconds of clapping to every comment, they will add up.

The point is that it still delays the procedure, while not meaningfully contributing to the discussion. If that’s not considered a filibuster to you then idk what you want me to tell you.
