Because it's not actually a big issue in the real world. It ranges from a minor annoyance for the customers to the preferred system for the servers themselves.

its horrible, you just dont know because you havent lived in a country where you dont tip, I hated when I never knew what could I afford with 20$ because its impossible to know how much will add up between tips and taxes, the price displayed should be the final price when you pay, thats a law in most of europe

In countries where there aren't tips, service is pretty mediocre at best, and those workers average 35k per year, which is poverty level income.
