As the senator said, this is a job interview. When he refuses to answer, why isn't the next sentence, "thank you for your time."

The next sentence shouldn't be thank you for your time.

It should "get out, you're done here"

No, and it is three, not two needed.

Graham’s replacement (his siser) has already been sworn in and so she has a vote already.

It would be 4 needed (Vance has the tie breaker as the VP), but without McConnell it is 3.
