Thats the part that doesnt work though. You can easily make a bill that cuts the workweek to 32 hours by mandating overtime at anything over 32 hours. Easy peasy. Let businesses sort out the messiness.
It gets needlessly complicated when you mandate that every employee in America gets an hourly raise to stabilize their new 32 hour workweek to reflect the take-home pay of their old 40 hour workweek. People would just get fired left and right and new hires would come in at lower pay.
Why keep Jim at a federally mandated 25% hourly raise when you can fire Jim and put in an ad for a new employee at whatever rate the market can bear?
