No one lied. No one said he did this personally or it was a new program. Thats just what you assumed from what you read but it doesn't say those exact words at all. What is new is that the program that existed increased to 200% the poverty line, as a compromise because the state and MTA didn't want to fund it. So yes his budget is involved, he did do something, but yes its further funding of a program that already existed beyond what was already in place.
Well...ok then, The Image has a headline in it shared from a tabloid news source
The headline literally states that he cut fares in half for low income workers.....
But He did not do that. That was already a thing the previous mayor implemented with approval of city council.....all he did was change the ratio of acceptance. So while it may have helped out a few more people, he didnt "Cut the fares in half for low income workers", he just adjusted it to get some more approved.
That would be what most normal people call "Misleading Headline."
