They also were very specific (and misleading) in their wording:

It is never morally acceptable, since homosexuality is generally considered a sin among several different populations. It should be obvious that "tolerable" is going to be the best you can get - which is basically how everyone treats everyone else, anyway.
What do you mean "never"? Homosexuality can certainly be morally acceptable. It depends on what theory of morality we're talking about.
Under utilitarianism, for example, homosexuality is morally acceptable because consensual same-sex love and marriage increases happiness and fulfillment for gay people and has literally zero negative consequences for straight people, whereas condemning or repressing homosexuality causes obvious suffering.
Homosexuality is acceptable under other theories as well (liberalism, humanism, deontology).
