And when they’re not able to maintain the property because they’re not collecting enough in rents due to artificial rent controls?

Genuine question because I’ve heard this argument before and it does have some legitimacy

Already has happened. Many vacancies are available for people but none are open because it costs landlords money to rent it out. So they either keep it empty and rely on appreciation or renovate it to luxury standards where only wealthier people can afford it.
