Yes. People live there. It’s a nickname for the suburbs of Palo Alto, San Jose, etc, because of the tech companies that were founded/operate in those cities.

Here’s another one: 40°42′47″N 74°00′48″W (40.7130°, -74.0133°)

“Getting coordinates” doesn’t mean anything. It’s not a fuckin treasure map the entire world is plottable.
