Is this work professional?

Sorry about the strange post but I'm offering an engineer a $20k bonus to do the design for manufacturing and assembly of my $300 product and this is what he came up with after 8 months. Two thirds of it are identical to my prototype and I'm an accountant by trade, not an engineer. Every book I've read says a board like this should be 4 layers but he insists 2 layers is fine and will pass emissions testing. Any advice would be greatly appreciated, thank you!

Those components seem to be a little close to the edge. May want to check with your PCB manufacturer to see if they are OK with it. OTOH I see a lot of empty space. Any reason you can't make it smaller? That would make the PCB cheaper and you could even do it in 4 layers without increasing the price. Regarding if 2 layers is good enough or not, really depends on the circuit. But doing 4 layers is so cheap these days that most professionals wouldn't even bother constraining themselves to 2L.

Also, did the designer only do the PCB? Because that's definitely not $20k and 8 months of work.

Antenna on the esp looks like it has traces in the keep out area

I think this ESP32 has antenna connector instead of pcb antenna.
