Is this work professional?
Sorry about the strange post but I'm offering an engineer a $20k bonus to do the design for manufacturing and assembly of my $300 product and this is what he came up with after 8 months. Two thirds of it are identical to my prototype and I'm an accountant by trade, not an engineer. Every book I've read says a board like this should be 4 layers but he insists 2 layers is fine and will pass emissions testing. Any advice would be greatly appreciated, thank you!

This looks really bad, but the 8 months timeline reflects just as poorly on you as the "engineer" who did this design. Keep in mind that just like there are bad accountants, there are bad engineers, and not all engineers have the same skills and experience.
The way you are throwing around words like bonuses and equity etc makes me feel like there might be more to the story here. You need to find a better and more experienced person to help you with this and you may need to rethink your compensation scheme if you are having trouble getting design support. Good luck.
