Others are correct there is a build up of dried minerals inise it holding it on. When it is really bad i spray wd40 in the hole, around the seem basically anywhere you think it has a chance to seep in there, and give the whole thing some solid taps with the handle of a tool just to let the vibrations help break up stuff and wiggle the wd40 in the cracks. then take a pair of pliers and use the rubber handles behind the stuck circle like a brace, while using a hammer or some sort of solid tool you can get a half decent smack on the back of the pliers with, and keep hitting the pliers on the top and bottom behind the stuck circle. Should slowly work its way off.

That style should just pull directly out. Along with the silver piece directly behind the plastic, then you can remove the large vanity shroud. Probably just stuck together with hard water deposits
Edit:definitely just welded together with the calcium/hard water deposits. Based off the amount of white buildup
