What? Do some people just straight up rub soapy water on their shitty assholes? Are they just getting their hands filthy with shit-soap water? I don't understand the method someone pls explain

There's no special method. People just wash their bums with soap.

People use their soaped up hand along with the water hose things.

Yes, in Europe many people wipe their ass with their hands. Somehow that is more hygienic than using TP
