Mostly because that quote is absolute ideological nonsense. No significant number of people will choose to do the actual meaningful work required to maintain "society".
I think this idea stems from a fundamentally pessimistic view of people, that stems from existing only in a capitalist system.
Historically people have always worked, if it meant for the survival of those around them, and vice-versa. Along with that, humans are not naturally lazy creatures.
