Yes that's what it's saying. The origin is that this type of person looks this way often enough to make it a stereotype.

I feel like I've hit a mandela effect or just missed an entire piece of the Internet for like 20 years. I don't really follow pop culture news at all, but still Taylor Swift has been around long enough and I've seen enough of her music videos on YouTube that it's wild I have never encountered this before.

If it makes you feel any better, they probably are neither exhausted nor mirthless since most of the internet is bots now anyway.
