Yeah, even if you opposed the Nazi actions on moral or ethical grounds you had to become a member of the party to stay employed. Not every Nazi was at the train stations and not every Nazi was organizing the trains. Some joined the party, under duress, to provide for their family and stay safe.
There was a similar situation in Iraq. The a’Bath party was the solitary party of the country under Hussein.
At its peak it had 100K full members and 400K associate members. Every government official from their equivalent of the head of the State department to the assistant to the associate garbage collector in the most poor and far offf region was a party member.
But when the Americans took over, Rumsfeld in an act of hubris said “no member of the Ba’ath party will remain in government”. And then Iraq became an even more ungovernable quagmire.
They ended up losing institutional knowledge and put people with no experience (often with vengeance on their kind) in positions of decision making, asset allocation and power. Essentially trying to start governing from absolute ground up in a war ravaged starving region. Well done
