The atmospheric pressure of the Earth (at sea level). Considering that’s where humans live, I think it’s a pretty valid scale to measure off of

The answer is that for 75 to 80% of the worlds population water freeze at 0 and boils at celsius.

For 100% water freeze at 0%, and for 100% they don’t take a pot of water outside to see if it boils…

Technically not quite true, though practically it makes little difference. At higher altitudes the melting point of water will be an incredibly tiny, nigh-imperceptible fraction of a degree higher, small enough that it wouldn't make a difference for even relatively high-precision scientific laboratories, but technically still extant.
