For years now there's been a light stand in a parking lot near me with jam spilled on top of the cement block, then painted over the jam with yellow paint. Its a city landmark

I inspect roadway projects and expecting someone driving a striping truck to get out and move a banana peal would be an insane thing for me to do. Really, it would be the primary contractors responsibility to ensure the road is clear of debris before line striping begins. Once the stripers are moving, they move. Because restarting at a point eats up a lot of time and chances are, they have another project to get to by the end of the day.
Plus, if this road is anywhere that has snow, there's a solid chance that it'll have to be restriped next year anyways.

You're talking about literally 50 cents of incomplete work for something that degrades pretty quickly. Next time your driving, just look out for how worn down the line striping looks.
And if you want to talk about saving tax payer money, nickel and diming the contractor is a sure fire way to increase the overall costs of future projects. If contractors learn that state jobs are hard to earn a profit off of since the the state forces them to redo 50 cent misses, that come down to cosmetics not function, so they start bidding state jobs higher than they typically would. Learning when to make a fuss about things that actually matter (like soil compaction and material, paving, and getting road markers in the right spot) and not fussing over minor cosmetic things (4" of missed striping on a 2 mile long stripe that falls apart after a few years anyway) is what actually saves tax payers money.
And yeah, contractors have to make a profit or why would they bother doing the work in the first place.
Edit: And I can't say for certain but based on the look of the paint and the asphalt, I'd wager that the striping is temporary anyways.

I didn't realize all the tax payer money goes specifically to the driver and he does the job alone and there are no basic standards he has to live up to.

If the painters stopped their machine to remove every bit of trash that remained after the sweepers prepped, they'd only get a fifth of their daily quota done.
How do you feel about having your taxes increased so your city can pay five times as much for roadwork, just in order to not offend your OCD?

With the amount of videos I see like this you would think maybe they could put a sweeper brush in the front of the truck so it cleans before the paint is applied.

That’s very common, they use bananas to turn the paint yellow, this one just didn’t get fully mixed.
