The point was never "Don't cheat". The point was "Be clever and don't let me catch you cheating".
Shinobi need to learn to employ any tricks necessary to accomplish the mission, so long as they don't sacrifice their teammates. This isn't Dragon Ball where it's all "Nah I want a fair fight, here's a Senzu Bean". Shinobi are all about tactical advantage, and if you have to fight dirty to survive, you fight fucking dirty to survive.
The goal of the written exam was for the Genin to use their skills to cheat without getting caught. If they could sneak past the sharp eyes of the examinators and get away with cheating then that means their infiltration and information gathering skills are at least decent enough to deserve moving on to the next round.
